The fastest way to change how a house feels

Lighting is the electrical job with the highest impact per pound. Lighting is cheapest as part of something bigger: during a rewire the cable runs are open anyway, and during a kitchen refit the ceiling is already being touched. If a board upgrade is on the list, a consumer unit upgrade first means new lighting circuits are protected properly from day one.
